Local KENOSHA NEWS WEDNESDAY, JUNE 11, 2003 State ranks 10th in child well-being MADISON (AP) Wisconsin's national ranking for overall child well-being improved one spot to 10th in 2000, helped by reductions in poverty, the child death rate and infant mortality rate, a new report says. But while the state improved in 1 those categories between 1990 and 2000, the high school dropout rate increased and more babies were born underweight, according to the annual Kids Count Report released today by the Annie E. Casey Foundation. Advocates for children said although Wisconsin's ranking went up, the state still has work to do, especially to help lower income families. The report found 44 percent of Wisconsin households that were eligible for food stamps did not receive them in 2000 and more than half of low-income families spent nearly a third of their income on housing costs in 2001.
"If you're spending most of your money on housing it means you don't have any money left for food, for health care," said Bob Jacobson, a policy analyst for the Wisconsin Council on Children and Families. "It means you're not necessarily in good housing." The report, based on government data, found the percentage of Wisconsin's low birth weight babies, who have a greater chance of experiencing developmental problems, grew 10 percent between 1990 and 2000. In 2000, 6.5 percent of babies born weighed less than about 5.5 pounds, up from 5.9 percent in 1990, the report said. The national rate was 7.6 percent in 2000. Dr.

The state Department of Health and Family Services plans a summit next month in Wisconsin Rapids to look at factors that contribute to low birth weight and infant mortality. "These are some of the reflections of how healthy our society is," Katcher said.
